Driver developers must submit their new drivers to Microsoft through the Windows Hardware Developer Center portal. During the registration process, it is necessary to sign specific files with an EV Code Signing Certificate to complete the account registration successfully. Therefore, before submitting the driver, remember to apply for an EV Code Signing Certificate from a trusted certificate service provider.

2. Software and Hardware Driver Testing

After the account is approved, WHQL Certification environment can be set up according to Microsoft's requirements. Microsoft provides testing tools (HCK/HLK) to perform driver testing. Microsoft's testing team rigorously evaluates the submitted driver based on a set of predefined standards, including stability, compatibility, functionality, and security, to ensure that the driver operates correctly in different scenarios and configurations.

3. Submission of Test Logs

After the driver testing is completed, the test results need to be packaged and submitted to Microsoft for review and certification. The files need to be signed with an EV Code Signing Certificate.

4. Obtaining Microsoft Certification and Signing

Once the driver passes Microsoft's rigorous review, the driver's digital signing catalog file and Microsoft certification report can be downloaded.
